Why this page exists

Europe's rearmament coverage runs thick on tanks, jets and air-defence batteries and thin on the unglamorous chemistry underneath all of them: the nitroglycerin, nitrocellulose, TNT and solid rocket propellant that turn a forged shell body or a missile airframe into a usable round. Every capacity number quoted by a minister or a chief executive rests on that chemistry being available at the stated rate, and the two do not always move together.

This page exists to hold producers, plants and contract values against a single timeline, separating what has been delivered from what has been announced, contracted or merely studied. It tracks 155mm shell output, the energetics layer that fills the shells (TNT, nitroglycerin, nitrocellulose, propellant), and the solid rocket motors that are the equivalent bottleneck for missile interceptors — because Großwald's reporting keeps finding that the binding constraint in European rearmament has moved upstream, from the factory floor to the chemical plant.

State of play

Shell forging is ahead of energetics

Rheinmetall's ammunition build-out is the largest single programme: a network spanning Germany (Unterlüß), Spain (Expal), Lithuania (Baisogala), Latvia, Bulgaria, Hungary, Romania and South Africa, aimed at roughly 1.5 million 155mm shells a year by 2027-30. The company converted that ambition into an actual delivery on 14 July 2026, when the first RH1412 155mm projectiles left the new Werk Niedersachsen at Unterlüß for Ukraine — a low five-figure consignment, more than half already shipped, against a plant whose stated ceiling runs into the hundreds of thousands. Rheinmetall's own half-year results, published 6 August, show the cost of running ahead of the customer: sales up 39% to EUR 5.2 billion and an order backlog of EUR 80.5 billion, but operating free cash flow of minus EUR 1.6 billion, which the company attributes to advance payments, inventory build and continued capacity spending.

The Baltic states have built a smaller, parallel corridor. Lithuania broke ground on a EUR 300 million Rheinmetall Defence Lietuva plant at Baisogala on 4 November 2025, targeting 35,000 shells by mid-2026 and 100,000 a year by 2027, alongside a companion propellant-charge centre. Latvia signed its own EUR 275 million Rheinmetall joint venture in September 2025 for a smaller line — tens of thousands of shells a year, construction from spring 2026 — deliberately dispersing production east of Germany rather than concentrating it. Poland has taken the opposite structural bet: rather than routing its capacity through a foreign prime, it channelled the largest single award of its EUR 43.7 billion SAFE allocation — over PLN 13.5 billion — to the domestic PGZ-Amunicja consortium for several hundred thousand 155mm rounds, propellant to shell, inside Polska Grupa Zbrojeniowa's own plants.

The energetics layer is consolidating under European owners

Underneath every shell-production number sits a narrower set of chemistries: nitroglycerin and nitrocellulose for propellant, TNT for the main filling. Czechoslovak Group has spent fifteen months assembling both nitration chemistries inside one group — the MSM Walsrode nitrocellulose plant (completed May 2025) and, from 4 August 2026, the Gnaschwitz site near Bautzen bought from Spain's MAXAM for over EUR 100 million, aimed initially at nitroglycerin and nitroglycerin-based propellants before moving to medium-calibre, tank and 120mm mortar ammunition. The seller's pattern is instructive: MAXAM's American private-equity owner, Rhône Capital, has now exited two energetics assets to European industrial buyers — EXPAL to Rheinmetall in 2023, Gnaschwitz to CSG in 2026 — while Rheinmetall separately took the nitrocellulose maker Hagedorn-NC in April 2025 and France consolidated Eurenco's propellant and explosive sites under direct state ownership.

TNT remains the more concentrated chokepoint: Poland's Nitro-Chem at Bydgoszcz is described by Großwald's reporting as one of few plants in the alliance making the filling at scale, supplying the US military under a roughly USD 310 million contract as well as other allied armies. On 27 July 2026 Nitro-Chem and BAE Systems signed a letter of intent — a feasibility study only, no site or construction date attached — to examine adding about 2,000 tonnes of TNT capacity a year in Britain, against Nitro-Chem's roughly 10,000 tonnes at Bydgoszcz. It would be PGZ's first investment outside Poland, and Deputy Defence Minister Magdalena Sobkowiak-Czarnecka framed it explicitly as a resilience hedge against the risk of losing the Polish site rather than a commercial expansion.

Britain is rebuilding a domestic energetics tier from zero

The UK's approach starts further back than the continent's. On 29 July 2026 the Ministry of Defence awarded feasibility-study contracts of up to GBP 300,000 each to 22 companies to identify sites for at least six new factories making explosives, propellants and pyrotechnics, across twelve candidate locations from Monmouthshire and Pembrokeshire to Falkirk. Findings are due by the end of September 2026, with the leading proposals then receiving Front End Engineering Design contracts of up to GBP 5 million and construction intended to start by year end — a timetable Großwald's reporting flags as tight against the environmental permitting and explosive-safety-distance requirements such plants normally require. Defence minister Luke Pollard framed the programme as reversing 'decades of decline' in sovereign energetics manufacturing, with at least 1,000 skilled jobs claimed.

Britain and Poland are now approaching the same problem from opposite directions and meeting in the middle: Warsaw's Nitro-Chem/BAE letter of intent would plant Polish know-how inside a British energetics programme that barely exists yet. Both projects rest on the same underlying weakness. An Imperial College London study previewed in late July 2026 found the rate of UK chemical-company closures doubled between 2020 and 2025, with speciality output down sharply and growing foreign dependency for the precursor chemicals — concentrated nitric acid among them — that any nitration plant needs and that Großwald's reporting notes 'cannot be rapidly reconstituted if lost.'

Guided and naval ammunition is the higher-value overlay

Above the mass-production shell story sits a smaller, higher-value layer of precision and naval ammunition where European firms are winning transatlantic roles rather than only building domestic capacity. On 16 June 2026 the US Army's ERAP programme selected the Diehl-Leonardo Vulcano 155mm Guided Long Range round — reaching up to 70km — as one of three competing designs for a beyond-65km precision shell, with General Dynamics Ordnance and Tactical Systems as US integrator and initial operational capability targeted for fiscal 2030. On 3 August 2026 Diehl Defence and BAE Systems signed a memorandum of understanding to pair Diehl's 127mm Vulcano naval round with BAE's Mk 45 Mod 4 gun — the standard five-inch mount across the US Navy and many allied fleets — and to examine putting the IRIS-T missile family into BAE maritime launchers; no contract value or qualification programme has been named.

Warhead sovereignty is being assembled piece by piece for drone munitions too. Helsing and Eurenco signed a memorandum on 17 June 2026 to develop a sovereign European warhead for Helsing's HX-2 strike drone, closing what both companies describe as the last externally sourced link in the HX-2 kill chain after 12-to-24-month lead times became the norm for propellants and explosives. On the disposal side, Diehl's June 2026 purchase of the Saxon demilitarisation firm EST Energetics (closing 1 July) and its October 2025 acquisition of the Tauber Group are consolidating the back end of the munitions lifecycle — a surge in production implying a matching surge in expended and obsolete stock that must be disposed of somewhere domestic.

Solid rocket motors are the equivalent bottleneck for missiles

For interceptors rather than shells, the binding constraint is the solid rocket motor, and the United States has spent 2026 treating it as an emergency. Trump invoked the Defense Production Act on 11 June 2026 (made public 16 June) specifically over solid rocket motors, igniters and guidance systems, and the Pentagon paired it with an early-stage GM Defense-Lockheed Martin collaboration to apply automotive manufacturing methods to munitions. On 3 August 2026 the Department of War signed roughly USD 3 billion in framework agreements making Northrop Grumman a second source for PAC-3 MSE rocket motors at its Allegany Ballistics Laboratory in West Virginia — ending L3Harris's sole-supplier position — plus an expansion of THAAD component manufacture. A motor is qualified, not swapped at will, so this second-sourcing move is the structural change that a Lockheed Martin final-assembly contract cannot substitute for on its own.

Europe has one live foothold inside this supply chain. On 26 May 2026 L3Harris issued a purchase order to Poland's state-owned WZE at a new Zielonka facility for serial production of Patriot PAC-3 Attitude Control Motors — the small solid rocket motors, 180 per interceptor, that steer the round's terminal phase — after WZE cleared production-readiness reviews and trained at L3Harris's Camden, Arkansas site. It is the first European serial source for this component, standing up under the Polish WISLA offset programme, and lands as the clearest test of whether Europe's PAC-3 dependence can be loosened from the propulsion layer up rather than only at final assembly, where the licence Kyiv has sought remains unresolved.

The contrarian read

The strongest case against reading this page's ledger as a capacity story is that almost every number on it is a producer's or a ministry's claim about a future annual rate, not a count of delivered rounds. Rheinmetall's 1.5-million-shell target, Falcon Defence's 30,000-shells-a-month scaling claim, and the UK's six-factory ambition are all order-book or feasibility-stage figures; the one hard delivery event in this ledger — the first Unterlüß shipment on 14 July 2026 — was a low five-figure consignment, several orders of magnitude below the ceiling it is cited against, and Rheinmetall's own half-year accounts show the company financing that ramp with EUR 1.6 billion of negative cash flow rather than converting backlog into revenue at pace. Put plainly: an announced factory, a signed letter of intent, or a stated annual ceiling is cheap to produce and cheap to publicise; a shell that has left a forge and reached a gun is the only figure that binds, and on the evidence assembled here the gap between the two remains wide across every producer in this ledger, not just Rheinmetall.

What to watch

UK feasibility findings and construction start

The UK MoD's 22 energetics feasibility studies report by the end of September 2026, with construction supposedly starting by year end. A planning application or FEED contract award at a named site would confirm the programme is moving past paper; continued silence into 2027 would confirm Großwald's read that the timetable is unrealistic against permitting requirements.

Gnaschwitz construction start

CSG has put 125 jobs on the record for the Gnaschwitz nitroglycerin site after build-out, with no construction date yet named. Whether the purchase enters German investment screening, and when ground is broken, are the two checkable near-term markers.

Nitro-Chem/BAE UK TNT site and funding decision

The 27 July 2026 letter of intent is a feasibility study with no site, contract value or construction date. A named site plus a UK government energetics co-funding commitment would convert intention into a project; absence of either through 2027 would leave it an unbuilt hedge.

Unterlüß delivery rate against the 2030 ceiling

The 14 July 2026 shipment was the first, not a rate. Whether subsequent Rheinmetall shipment reports show output climbing toward the stated ~1.5 million-a-year 2030 ceiling — or continuing to run in the low thousands — is the test of whether Europe's largest single ammunition programme is closing the gap between capacity and delivered rounds.

WZE Zielonka scaling from motors to interceptors

The L3Harris-WZE attitude-control-motor line is a procedural template for European PAC-3 component production, not interceptor-level assembly. Whether that model scales toward final-assembly licensing — the request Kyiv has separately pressed in Washington — is an open policy question the production line itself cannot answer.
