Key points

  • Wes Streeting and Władysław Kosiniak-Kamysz signed the plan in Warsaw on 27 October; the Ministry of Defence calls it the first phase of cooperation under the UK–Poland Security and Defence Partnership Treaty signed at RAF Northolt on 27 May, and the Polish ministry a three-year plan
  • It lists collaboration "on the manufacture and development of the next generation of air defence missiles", drone and counter-drone co-development, cyber security, shared lessons from the Type 31 and Miecznik frigates, which are built from a common design, and more Baltic maritime activity
  • BAE Systems and PGZ will expand large-calibre ammunition capacity; procurement coordination builds on Poland's Narew air-defence buy from MBDA UK
  • Alongside the plan, the two countries are preparing "a major Coalition of the Willing exercise in Poland next month", with thousands of personnel, so that the Multinational Force Ukraine is ready to support "the military training and post-war rebuilding that Ukraine will need"

Britain and Poland have turned their May treaty into a three-year work plan that assigns named firms new work only on ammunition. Alongside it, they are preparing an exercise in Poland in November.

Kosiniak-Kamysz named the Miecznik frigates, the Narew, Pilica and Pilica+ air-defence programmes and an independent 155 mm production line as joint work, and said Poland's submarine choice, with a Swedish partner, was made in cooperation with Britain, which would have "a significant share" in the process. Streeting said he preferred to call Russia's hybrid pressure on Poland "state-sponsored terrorism". The Polish ministry says the document sets the direction of cooperation between the two armed forces to the end of the decade; the ministers' talks covered adaptation to hybrid threats and deterrence on NATO's eastern flank. The British release names the companies for ammunition and the Narew precedent, and no value for any line.

The plan's missile line names no programme; the joint missile in development, CAMM-MR, is still waiting on its price. MBDA and PGZ signed a letter of intent on CAMM-MR, a medium-range member of the CAMM family that PGZ wants to serve both armed forces, at Kielce in September 2023, with no value attached. Poland's defence ministry told the Sejm in August that the next milestone is a Program Arrangement, its date dependent on agreeing the business terms including price, and that integration on the Miecznik frigates depends on the missile's progress; in September the Armament Agency said an industry price offer was under negotiation. The Northolt treaty put medium-range missiles among its priorities, and the plan Signal No. 176 reported repeats the commitment without naming CAMM-MR. The Program Arrangement, once signed, would show the plan's missile line paying for development rather than coordination.
