Bundestag Approves Twelve 25M Submissions — AMRAAM and Meteor, IRIS-T SLM for the F125 Frigates, Fennek D-LBO Radios, Secunet SINA

Twelve contracts became signable in one non-public sitting, and every number attached to them came from somewhere other than the ministry.
The F125 item closes a gap the class has carried since commissioning: the four frigates have no medium-range air-defence missile and no vertical launcher, and the two LORA ballistic missiles Sachsen-Anhalt fired on 1–2 September went from canisters set on her flight deck. The ministry says the frigates' self-defence "must be extended because of the current threat situation in air defence". The committee sits in non-public session and each submission carries a restricted marking on the agenda, which is why every value came from outside the ministry.
The same Wednesday, Thomas Röwekamp, the CDU chairman of the defence committee, told Tagesspiegel and Handelsblatt's Background newsletter that parliament should control the ministry's strategic planning "at a point where they can still be meaningfully influenced", proposed a parliamentary control body for defence planning on the model of the intelligence-services body, and offered in return: "We can abolish the 25-million-euro submissions." The threshold has stood since 1981 at DM 50 million, EUR 25 million since 2002; the coalition agreement recommends raising it; the government's reply to the Bundestag of 1 October 2025 put the inflation-adjusted line at about EUR 65 million, calculated that a EUR 100 million threshold would have removed 27 per cent of 2024's submissions, and said the reform "must be initiated by parliament".
The submission is the only point at which the Bundestag can attach a condition to a single contract, and it uses it: the February approval of the Helsing and STARK loitering munitions carried a EUR 1 billion cap per manufacturer. Every proposal on the record before Wednesday was to raise the line; Röwekamp's is to remove it, in exchange for oversight of a plan rather than of contracts, and the government's own position is that only parliament can start that reform. The committee chair has now started it; whether a draft follows, and at what threshold, is what the twelve approvals leave open. Signal No. 153 led with the list and the proposal on the same day; No. 149 carried the agenda when it was published.
