Kushner lists five goals for European security
Trump's envoys list five goals for a broader European security framework; Berlin says the war must end before a European security order is discussed. Hoax bomb threats reach newsrooms in Ireland, Britain and Bulgaria, and NATO orders Hungarian Gripens to three threatened airliners. Berlin agrees in principle to buy the Wegmann families' half of KNDS, reportedly for under EUR 7.2 billion, Saab wins the weapons-and-sensors contract for Sweden's FDI frigates, France will order MdCN Mk2 naval cruise missiles, and NATO opens a counter-drone marketplace.

Late on Thursday, Washington time, Jared Kushner, Donald Trump's son-in-law and envoy, set out the aims of what he called "a broader European security architecture", in a post written, he said, with the office of Steve Witkoff, the special envoy. "We are exploring five principal goals", it says: "permanent security consultations, reliable crisis communications, greater military transparency, reciprocal measures to reduce escalation risks, and an enduring framework for long-term European security and stability". The aim is "practical arrangements that address the security concerns of all sides". Each country would keep authority over its own security and alliances, "no country would have a veto over another's sovereign choices", and "NATO will remain central to European collective defense"; the initiative "would build upon existing institutions and commitments". Consultations continue in what the post calls the Shell Bay format, with Ukraine, NATO, the EU and European partners, and Russia is to be engaged "as part of the peace negotiations". Shell Bay is the Florida golf club, developed by Witkoff, where US and Ukrainian negotiators met in November 2025.

The post followed a meeting in Brussels on Thursday of US, Ukrainian, NATO, EU and other European officials. The same day Trump received Kirill Dmitriev, Vladimir Putin's investment envoy, at the White House and told reporters a settlement "might involve all of Europe". For next week's US–Ukraine–Russia talks in Abu Dhabi, the first in that format since February, the post says Washington will consult European partners "on the sidelines" and, "if progress is made", aim for a broader format "with their direct participation".

Trump called Friedrich Merz overnight, and on Friday Stefan Kornelius, the government spokesman, said Germany agrees with Washington on four basic points: the war in Ukraine must end before a European security order can be discussed; there can be an agreement only "when everything is agreed"; NATO allies must be on board by consensus; and talks on peace in Ukraine concern Europe at its core and will not achieve their aim without European participation. Dmitry Peskov, the Kremlin spokesman, said the discussion would "turn to the future security system in Europe" once Russia and Ukraine talk about mutual guarantees, that this was impossible "without the Europeans at some stage", and that, as for European ideas, "we have not received any". In a letter to Giorgia Meloni on Thursday, Antonio Costa, the European Council president, took note of her request to discuss the EU's role in the talks at the informal European Council in Dublin on 13 November and said he would make time for it; the EU's participation, he wrote, "must be organized in a manner that enables it to convey a clear and unified message", the Kyiv Independent reports.

Signal › The post places the European framework inside the settlement: "creating the right structure will be critical to ending this war". Peskov places it there too, in the talks on mutual guarantees between Russia and Ukraine. Berlin's first point orders it the other way, with the war ended before a European security order is discussed; its second, that nothing is agreed until everything is, leaves room to negotiate both at once.

GRZAIRINT Hoax threats reach newsrooms in Ireland, Britain and Bulgaria; NATO orders Hungarian Gripens to three threatened airliners

The hoax bomb threats widened on Friday. NATO issued an alpha scramble, the order for quick-reaction fighters to intercept at once, for three airliners under threat in Hungarian airspace, Romulusz Ruszin-Szendi, the defence minister, said: an Airbus A321 from Brussels to Sofia and two flights out of Prague, to Cyprus and to Bucharest. Hungarian Gripens already airborne on a training flight responded. As the airliners left Hungarian airspace, NATO ordered the pair to patrol near the Serbian and then the Romanian border. The French prime minister's office counted four new threats against aircraft over France; all the aircraft landed safely.

In Dublin, RTÉ evacuated its Donnybrook campus after a threat sent by email to the broadcaster and to other media in Ireland and Britain; Mediahaus and Independent News Media briefly cleared their offices. Bulgaria's Nova TV received a message under the same headline. Headlined "Message to the West" and purportedly from "Mikhail Andropov", it claimed responsibility for the threats against flights; Reuters could not establish who sent it or whether it came from the same source as those threats. An RTÉ reporter read out excerpts of the email, which claimed its sender planned to blow up Europe's "airplanes, cruise ships, subway stations and trains", CNN reports. The Irish government said it was not yet known whether individuals or a co-ordinated effort were responsible, but that "it seems likely that this is a co-ordinated campaign of disruption". Micheál Martin, the Taoiseach, said gardaí, the Defence Forces, and cyber and aviation authorities are working to establish who is behind it, "as are their European counterparts". José Manuel Albares, Spain's foreign minister, said "the most reasonable assumption" was an attempt at hybrid aggression and psychological warfare. No government has said who sent them.

Signal › A threat against an airliner draws on the Alliance's standing air defence: when an interception is required, for unsafe air traffic as well as for airspace violations, a NATO air operations centre decides from which base quick-reaction fighters scramble.

DINDEZGRD Berlin agrees in principle to buy the Wegmann families' half of KNDS; a Bundestag briefing puts the price under EUR 7.2 billion

The federal government has reached an agreement in principle with the Wegmann owner families to acquire their half of the Franco-German land systems group, government sources told AFP and Reuters on Thursday, after Handelsblatt reported the deal; no details were given, for reasons of confidentiality. A briefing for the Bundestag budget committee seen by Reuters puts the price of the 50 per cent at under EUR 7.2 billion, the sum the committee approved in June for 40 per cent. Handelsblatt reports that the purchase contract is to be signed in November and completed in December. An economy ministry spokesperson told AFP the aim is to protect key armoured-vehicle technology. The French state holds the other half, so KNDS would for now be wholly state-owned. In June Paris and Berlin had agreed that each would hold 40 per cent and 20 per cent would be floated; the listing was postponed in July, when investors would not back a valuation above EUR 12 billion. In August, when Handelsblatt reported full state ownership as one option, Tom Enders, the KNDS chairman, told Reuters there were "no discussions regarding full nationalisation"; in October Wegmann was reported ready to sell its whole stake.

SEADINARC Saab to supply weapon control, sensors, RBS15 missiles and torpedoes for Sweden's four FDI frigates, about SEK 2 billion through Naval Group

Saab has signed a contract with Naval Group to deliver and integrate weapon control systems and sensors for the four FDI frigates ordered by Sweden, the company said on Friday; the order is worth about SEK 2 billion, with deliveries from 2027 to 2034. It covers the weapon control system, the Ceros fire-control director and EOS 500, the RBS15 anti-ship missile, Saab's lightweight torpedo, Trackfire remote weapon stations and the Sea Giraffe 1X radar. When Sweden chose the FDI in May, Naval Group's SETIS combat management system took the place of Saab's 9LV; this contract covers the Swedish equipment around it.

STKSEADIN France to order MdCN Mk2 naval cruise missiles from MBDA in place of the mid-life upgrade; deliveries from 2030

The armament directorate announced at Euronaval, the Paris naval trade show, that it will sign a contract with MBDA for new MdCN Mk2 naval cruise missiles, the armed forces ministry said. The directorate says the new standard brings longer range, better penetration of air defences and greater lethality, with first deliveries to the Navy from 2030. The 2027 budget annex for the equipment programme records that the mid-life upgrade of the existing missile was dropped "in favour of an order for new munitions" and puts the investment at about EUR 1.3 billion. The contract is not yet signed and no value has been announced.

CUASINTDIN NATO opens a counter-drone marketplace: 16 systems from five companies, bought from the catalogue without a further tender

NATO launched its counter-drone marketplace on Thursday under Drone Edge, the initiative announced at the summit's defence industry forum in Ankara in July, under which allies have committed to invest more than USD 40 billion in counter-drone capabilities over the next five years. The NATO Communications and Information Agency ran a competition and selected 16 systems from Alta Ares, Axon, Northrop Grumman, OSL UK and Quantum Systems, all already deployed in allied countries or in Ukraine, and allies can now buy them directly from the catalogue. The framework contracts run for 18 months, and NATO intends to run regular competitions to add newer technology.
