Interior Minister Alexander Dobrindt and Foreign Minister Johann Wadephul read a joint statement in Berlin on Tuesday evening and took no questions. "The German government concludes that Russia is responsible for the hybrid attack in Leipzig on 4 August," Dobrindt said, and gave the basis as "clear indications from our intelligence services and partner agencies, as well as from investigations in Germany and in our European partner countries, of Russian involvement": the drone's configuration, components, explosive and detonator are, in his words, "known to us from other Russian hybrid operations". The operation showed a high degree of technical expertise, he said, while its execution fell to low-level operatives acting on behalf of Russian state entities — the recruited-agent model the federal prosecutor general, Jens Rommel, described in June. "We are not at war, but we are a daily target of hybrid warfare," Dobrindt said, and: "We assume that Germany is the target of further hybrid attacks by Russia." No Russian service was named, no suspect was identified and no arrest was announced; the federal prosecutor general's investigation, which took the case on 6 August, continues. The statement addressed the 4 August device found beside a Ukrainian An-124; whether it also covers the second device found at Kabelsketal on 14 August is unclear; the accounts on record differ. Washington had gone further, earlier: the Wall Street Journal reported on 8 August a US intelligence assessment that the drone likely belonged to Moscow, and a US defence official in Europe told reporters on 7 August that it belonged to a Russian intelligence service; on 10 August German reporting placed a DNA trace from the drone in the July 2024 DHL parcel case now on trial in Vilnius, where Lithuanian investigators attribute the plot to the GRU.

Wadephul listed the response: the Russian consulate-general in Bonn is to close by 18 September; the contract under which the Russisches Haus in Berlin operates is to be terminated; the Russian ambassador is summoned; Germany will propose further Russian individuals for EU sanctions listings "in the context of hybrid attacks"; entry controls on Russian nationals are tightened; and Berlin will "increase pressure on the shadow fleet", with no measure attached to the last, as Thomas Wiegold noted the same evening. NATO Secretary General Mark Rutte posted that "the evidence is clear" and that the alliance "stands in full solidarity with Germany"; Commission President Ursula von der Leyen said hybrid attacks "will not go without a clear response" and meets Rutte on Wednesday; Kaja Kallas, at the defence ministers' informal in Wicklow: "Russia wants to scare us away from supporting Ukraine. They will not succeed." Foreign ministry spokeswoman Maria Zakharova told dpa in the evening that Moscow would respond "mirror-like", named the Goethe-Institut as the answer to the Russisches Haus, denied any involvement — a "provocation" serving Kyiv's aims — and said of German arms deliveries that "Berlin sponsors terrorism".

Two further incidents ran on the same day's wires, neither attributed. At about 08:00 on Tuesday, improvised launchers fired conductive material into 380-kilovolt lines at 50Hertz's Turnow/Preilack substation next to the Jänschwalde lignite plant in Brandenburg; two short-circuits succeeded; 50Hertz reported a brief interruption with all lines since back in operation, and a double-digit number of improvised explosive and incendiary devices were seized on site. Brandenburg's interior minister Jan Redmann called it "a targeted sabotage operation"; investigators have excluded neither left-extremist nor foreign involvement, and no claim of responsibility has been made. In Poland, a fire in the night of 30–31 August in one room of WB Electronics' plant at Skarżysko-Kamienna, which makes composite structures and control systems for uncrewed aircraft, was put out quickly; the plant's cameras recorded an unidentified person in a balaclava on the grounds at about 00:30, the company treats it as suspected arson, and the ABW internal security agency and military counter-intelligence were notified. No one has been charged.

The Russian Defence Ministry's morning list counted 516 Ukrainian drones destroyed overnight across seventeen regions, the Moscow region, Crimea and the Black Sea — Leningrad region among the seventeen, two nights after Kirishi. Governor Alexander Drozdenko put the regional count at 52 drones over about four hours from a 02:00 alert, reported a fire in the port of Ust-Luga extinguished with no casualties, and a brief restriction at Pulkovo. Ukraine's military intelligence directorate claimed the strike in the afternoon: its Department of Active Operations and Department of Unmanned Systems, in a joint operation with the defence forces, struck the Novatek-Ust-Luga complex, damaging "key components of the oil refinery and process equipment" and starting a large fire — the General Staff's morning statement did not list it. Both accounts carry the fire; only Kyiv's carries damage to the plant, and neither gives a figure.

Not all of them stayed over Russia. Estonia's air force commander, Brigadier General Riivo Valge, said roughly ten drones were tracked near the border as Ukraine attacked targets in western Russia; one headed for Narva and turned back, and about half an hour later a second crossed into south-eastern Estonia and stayed near the border. Public warnings went to Lääne-Viru and Ida-Viru counties at about 03:00, were extended to six more, and were lifted at 05:30. "The first thing we did was activate our air defence units on the ground, and immediately after that, fighter jets took off," Valge said: Turkish F-16s from Ämari, on the Baltic air-policing rotation, which did not fire; no drone crashed on Estonian soil. Latvia issued an airspace alert for Alūksne district, and Finland's defence forces closed the eastern Gulf of Finland to air and sea traffic until shortly after 06:00 without recording a violation. In Romania, a damaged drone carrying explosives was found in a field at Viișoara in Vaslui county, 30 kilometres from the Moldovan border, and destroyed in a controlled detonation; its origin is undetermined. Foreign minister Margus Tsahkna called the Estonian incident "a direct consequence of Russia's war of aggression against Ukraine" and said NATO "reacted swiftly and exactly as planned".

The sixth consecutive day of strikes on the capital, by AP's count, ran more than twelve hours. The air force logged, from 18:00 Monday, five ballistic missiles including a Zircon, five Kalibr from Novorossiysk, a Kh-31P, two S8000 Banderol and 218 Shahed-type drones, roughly a third of them jet-powered; 199 were neutralised and 28 sites hit, Kyiv and Odesa regions the main targets. By mid-afternoon the toll stood at 16 killed and 54 injured nationwide, twelve of the dead in Kyiv and Boryspil; a ballistic missile hit a rail depot on Kyiv's left bank, killing seven, six of them Ukrzaliznytsia employees, its chairman Oleksandr Pertsovskyi said. Between 06:30 and 18:00 the air force counted a further 99 strike drones, of which 82 were downed; 72 of the 99 were jet-powered; on 18 August the air force counted 76 jet-powered drones in the day and its spokesman put the daytime share at times at two-thirds. Moscow's ministry said it struck military enterprises and energy facilities in and around Kyiv and the ports of Odesa and Chornomorsk; Shaheds also hit the Orlivka ferry crossing on the Danube, opposite Romanian Isaccea, suspending traffic. President Zelenskyy said the number of victims "directly hinges on every new package of assistance" and asked for anti-ballistic deliveries through PURL and bilaterally before autumn — the request the Wicklow ministers had in front of them by lunchtime.

EU defence ministers met informally at Druids Glen in County Wicklow on Tuesday, Kaja Kallas chairing with Ireland's Helen McEntee. Going in, Kallas named the ask: "some of the countries have interceptors that will expire soon. So, it would be very good if those would be given to Ukraine." Coming out: "There were calls and talks about these missiles but there was, unfortunately, no concrete success today." EUobserver reports that Dutch procurement minister Derk Boswijk named Greece and Spain as the two that declined to send; Greek defence minister Nikos Dendias said Athens needs its anti-air capacity against "revisionism in the Eastern Mediterranean". No quantity and no expiry date were published. Elsewhere in the room, Slovakia's Robert Kaliňák approved the deployment of low-altitude radars with operating crews to Romania's eastern border, which Radu Miruță called the answer to an appeal he had made at NATO and EU level — Romania's ministry counts 65 drone attacks near its border this year, 25 incursions, four shot down. McEntee said Ireland should "look to join SAFE" if the possibility allows; the next sanctions round is expected in October.

FMV director general Mikael Granholm and Naval Group chief executive Pierre Éric Pommellet signed the contract for four FDI frigates aboard the French frigate Amiral Ronarc'h in Stockholm on Monday, Presidents Macron and Kristersson present, with a strategic-partnership framework signed by defence ministers Pål Jonson and Catherine Vautrin alongside. The Swedish release gives no figure; Opex360 puts the contract at about EUR 4.3 billion. The Luleå class delivers HMS Luleå in 2030, Norrköping 2032, Trelleborg 2033 and Halmstad 2034. Tuesday's reporting sets out how far the ship departs from the French baseline: Sea Giraffe 1X beside the Seafire radar, Aster 30 in Sylver A50 cells and CAMM-ER in cold-launch cells in place of Aster 15, RBS15 for Exocet, Torped 47 for MU90, a 57 mm Bofors gun and a 40 mm mount, Trackfire remote stations, and CAPTAS-4 towed sonar. The Sylver A70 cells that would carry a naval cruise missile are not in the contract. Jonson said the four ships "will triple Sweden's current air defence capability"; Rear Admiral Johan Norlén framed the class as "uncrewed where possible, crewed where required".
