Signal No. 168 · NATO council to meet on the Black Sea; seven missing off Romania
Two tankers burned off Sulina, one inside Romanian territorial waters and one just outside with seven crew missing; Romania says the North Atlantic Council will meet within days. The Russian defence ministry claimed an unnamed dry-cargo ship bound for Odesa as a drone target.

Two merchant ships caught fire off Sulina, at the mouth of the Danube, within twelve hours. The Comoros-flagged tanker Yara J burned on Wednesday evening and its crew put the fire out; Radu Miruță, the defence minister, wrote on Thursday that it had reported an explosion aboard in Romanian territorial waters, and Romania is investigating a possible drone attack. At about 07:00 on Thursday a fire broke out on the Wine Trader, a San Marino-flagged chemical tanker with no cargo, about 13 nautical miles south-east of Sulina. Miruță wrote that the tanker, bound for Moldova, was attacked by drones outside territorial waters; Reuters put it one nautical mile beyond them, and early reports of the Naval Authority's release had placed it inside. Twelve people were aboard; five were rescued and taken to Constanța, and seven are missing, the search held back by high waves.
At 20:04 on Wednesday, by the defence ministry's release, two aerial targets entered Romanian airspace off Sulina; radar contact with one was lost over the sea, the other left at 20:13 toward Vâlcove in Ukraine and was destroyed by Ukrainian air defence near Reni. At 01:34 on Thursday a drone was tracked for about a minute over Romanian territorial waters south-east of Sulina before it disappeared from radar; further targets were about 77 kilometres east of Snake Island. Spanish F-18s on NATO air policing and Romanian F-16s were scrambled three times between Wednesday evening and Thursday morning; the ministry's releases do not link any track to either ship, and reported no incursion during Thursday morning's alert. Miruță counted three ships in the 24 hours, the third the Sea Destiny, which reported an explosion in sight without damage, and three drones in national airspace, for seven, six and nine minutes, the nearest 5 kilometres south-east of Sulina.
Nicușor Dan, the president, said at the summit that both ships were hit by aerial drones and that "there will be a reaction from the Romanian state", while declining to name an attacker: "relatively few hours have passed, and we want all the data on exactly what happened". He asked for Black Sea security to be written into the summit conclusions and spoke of a civil security centre to be built with Bulgaria. He and Rumen Radev, Bulgaria's prime minister, met Mark Rutte in Brussels; Dan told Politico on the summit's sidelines that a North Atlantic Council session on the Black Sea will be held, and Oana Țoiu, the foreign minister, wrote that it "will be convened within days". NATO officials put it on the agenda of the ambassadors' regular meeting next week. Țoiu wrote: "Over the last 24 hours, four merchant ships were targeted", eight lives lost, and "Russia bears full responsibility for these developments". Romania keeps asking for a ceasefire at sea.
NATO said two other vessels were targeted, the Sea Destiny inside Romanian waters and the Dania J, moored in the Ukrainian Danube port of Izmail, and a NATO military source told Reuters that the drones that caused the fires on both tankers were of Russian origin. The Russian defence ministry said its drones had hit at sea on Thursday afternoon "a dry-cargo vessel delivering military and dual-use goods to the port of Odesa"; it named no ship. In Sofia the tow of the Chelsea 3 to Burgas was suspended in bad weather after the ship drifted into Bulgaria's territorial waters, and the search for the HS Dignity's 11 missing continues. Radev, to parliament: "the outcome of all these attacks favours Russia… The problem is that we cannot prove it."
Signal › Of the ships struck since 5 October, Bucharest and Sofia had placed none inside their territorial waters; Miruță places the Yara J there. The war-risk underwriters have left that band unlisted since 16 September, and the air above it is Romania's to police: Romanian F-16s shot down a drone over those waters on 26 July and scrambled to another that spent twenty minutes there on 2 August without engaging it. None of this week's tracks drew a reported Romanian or NATO engagement. On 27 July Bucharest answered drones with an expelled diplomat and a recalled ambassador, after prosecutors confirmed recovered fragments as Russian; Dan's "we want all the data" keeps that order. What would move this: a finding on debris from either ship, the council's date and any measure it names, and whether the underwriters list the band.
INTDIPATL European Council: leaders refuse a US proposal to put unfrozen Russian assets in a Washington-overseen vehicle; the draft conclusions would regret the diesel agreement
Kyiv Independent 15 Oct, assets · Ukrainska Pravda 15 Oct, FT and 14 Oct, draft conclusions · European Pravda 14 Oct, EUR 2.86bn · Euronews 15 Oct, Radev · Signal Nos. 137 and 165
Steve Witkoff and Jared Kushner, the US envoys, proposed at the Miami meeting on 10 October, with Ukrainian, French, German, British, EU and NATO officials present, that Europe unfreeze part of Russia's sovereign assets and move them into "a new special-purpose financial vehicle overseen by Washington", the Financial Times reported, citing four people familiar with the talks; the Americans "were told that this was just simply not going to happen". Of about EUR 260 billion immobilised in 2022, more than EUR 210 billion sits in the EU, including at Euroclear.
Friedrich Merz, arriving in Brussels: "The assets are frozen in Europe, and they shall remain frozen in Europe." Kaja Kallas: "it is up to Europeans to decide". Petteri Orpo, Finland's prime minister, said a proposal would be put forward to "continue exploring ways to ensure that these frozen assets are used to support Ukraine". The draft conclusions, as reported before the summit, have leaders revert to Ukraine's financing later, would "express regret" over the Trump–Putin diesel agreement, and ask for a ban on EU transit of grain Russia takes from occupied Ukraine. The Commission announced on Wednesday that it had paid Ukraine EUR 2.86 billion, the defence tranche of the EUR 90 billion loan, for drones, air defence, missiles, radars, electronic warfare and ammunition.
Radev welcomed the diesel agreement: "Any step in reducing fuel prices and to guarantee our competitiveness, we appreciate"; Ulf Kristersson, Sweden's prime minister, regretted it as "in the wrong direction".
Signal › The refusal settles custody, not use. Of the roughly EUR 210 billion in the EU, EUR 185 billion sits at Euroclear, and Merz's line keeps it there; Orpo's proposal leaves open what it is spent on. Friday's conclusions will show whether the assets appear at all, and the next US–Russia engagement whether the vehicle is still on the table.
RUCSTKIAMD Refineries: Zelenskyy ends the three-day pause, Ryazan burns, Putin calls it nothing substantial; Kyiv's three combined-heat plants reported out
Kyiv Independent 15 Oct, Zelenskyy and tally · Euronews 15 Oct, Kallas and Radev · Interfax 15 Oct, Putin and Lavrov · Kyiv Post 15 Oct, Ryazan and Kyiv CHPs · Ukrinform 15 Oct, Borisoglebsk and Air Force · Signal Nos. 165 and 167
Volodymyr Zelenskyy told the Financial Times that Ukraine had held off Russian refineries for three days at Washington's request while Russia kept striking: "The block is out. We're done." He would stop hitting Russian energy only for more US Patriot interceptors, which he called the minimum, and expects the next American deal to be on gas. Overnight a fire broke out at the Rosneft refinery in Ryazan, which the governor confirmed; the Russian ministry counted 166 drones over 14 regions. Zelenskyy also said a Long Neptune missile hit an airfield in Voronezh region, destroying four Su-34 bombers and hitting two more; Ukraine's Navy had claimed six Su-34M at Borisoglebsk.
Vladimir Putin, at a business congress: "Yesterday they tried to strike some refineries, and hit something here and there. But nothing substantial." And: "They should not have started. They should have thought properly about the consequences before taking this step." Sergei Lavrov called Zelenskyy's announcement "a direct, and crude, challenge to President Trump, who actively supported this deal". In Brussels Kallas said hitting refineries "is in defence of Ukraine" because "the majority of the financing for this war comes from oil"; Radev: "I don't support strikes on any refineries", nor on power plants, "because this hits us back".
Russia launched 580 attack drones and two Kh-59 missiles overnight, by the Air Force's count, 536 drones shot down or suppressed, impacts at 31 locations; Zelenskyy put the total since Wednesday morning at 850 and said Russia "deliberately escalated the attacks, having received a relaxation of sanctions". Regional tallies put the dead at 17, six of them in Lutsk and three in Kropyvnytskyi, whose governor counted about 360 drones over the oblast. In Kyiv, energy-company sources told Ekonomichna Pravda that CHP-5, CHP-6 and the Darnytsia plant, about 1.3 gigawatts against a winter peak near 2, no longer generate.
Signal › Zelenskyy has priced a halt in more US Patriot interceptors, the item that none of the air-defence money announced in Berlin, London and Tallinn this week names. The diesel licence, issued with Friday's deal and independent of Sunday's pause, runs to 7 April 2027. A US reply to the resumption, or a PURL package or US notification naming Patriot rounds, would show whether Washington pays that price.
DEZIAMDCUAS IRIS-T SLM certified on Crete, the Army's air-defence regiment dated for 7 December, two fire units to the Army from 2028
hartpunkt 15 Oct, IRIS-T SLM and ARGUS · Augen geradeaus 14 Oct · Airbus 14 Oct · BAAINBw via FinanzNachrichten 15 Oct · Signal No. 167
Flugabwehrraketengruppe 61 completed the system certification of IRIS-T SLM at the NATO range on Crete, radar, command post, launcher and missile together, with an all-German crew on the first live firing, two years after the system was handed to the Luftwaffe. Airbus connected it and the Swedish Patriot to the German SAMOC command post and networked the Army's LeFlaSys, and the Swedish Air Force fired its first independent Patriot shot through the network, which Airbus calls NATO's certification of the Swedish batteries. Helmut Rauch, Diehl Defence's chief executive, counted ten nations on the system.
Lieutenant General Christian Freuding, the Army inspector, said Heeresflugabwehrregiment 1 is to be established at Lüneburg on 7 December, the LeFlaSys handover from the Luftwaffe, begun on Crete, is complete by spring 2027, and "the Luftwaffe is handing the Army two IRIS-T SLM fire units early, from 2028, as an initial capability". The procurement office signed on Thursday the net-interceptor framework the budget committee approved on Wednesday, ARGUS Interception's by trade reporting.
Signal › The regiment stands up on 7 December with LeFlaSys and, from 2028, two IRIS-T SLM fire units from the Luftwaffe's stock, handed over early as an initial capability. How far the Army's medium-range layer grows beyond those two shows in a budget-committee submission for IRIS-T SLM in the Army's name.

DINDEZDPL KNDS: Wegmann reported ready to sell all of its 50 per cent to the federal government and drop the listing
Wegmann and Co., the families' holding, has given up the stock-market listing and is ready to sell its entire half of KNDS to the federal government, with the talks mainly about price and a decision expected within weeks, Handelsblatt reported from sources close to the talks, as relayed by Opex360; Berlin's stated aim is to prevent French dominance of the group. In June Paris and Berlin agreed a float in which France would fall from 50 to 40 per cent, the Bund take 40 and 20 per cent go to the market; the listing was postponed in July when investors would not back a valuation above EUR 12 billion against the families' EUR 12.5 billion floor. A full federal half would need the budget committee's approval, which the June arrangement was already subject to.
