Friedrich Merz, the chancellor, travelled to Kyiv on Sunday with Katherina Reiche, the economy minister, and a business delegation. He pledged the release of EUR 1 billion of military aid and EUR 350 million for the energy sector. The central part, Merz said, is an agreement on joint production of interceptors against jet-powered drones and of missiles with a range above 1,000 kilometres, with satellite technology for targeting. Government circles spoke of more than 15,000 interceptor drones. Quantum Systems said Merz had announced German financing for "several tens of thousands" of interceptors developed by its Ukrainian joint venture, Quantum WIY Industries, to be built in Ukraine; the order, it said, scales "interceptor systems already in operational use in Ukraine".

German officials said executives travelling with Merz had signed 14 agreements with the Ukrainian government and Ukrainian businesses worth roughly EUR 6.6 billion, Reuters reported, among them the supply of IRIS-T air-defence missiles by Diehl Defence, radar equipment from Hensoldt and jet-drone interceptors from Quantum Systems. Volodymyr Zelenskyy told the joint briefing that the two sides had signed 15 agreements and documents covering production, purchases, Ukrainian orders for German industry and joint projects in Ukraine, with a total value above EUR 8.5 billion. The list of documents reported from the signing gives their form and no values: three memoranda between Ukraine's defence ministry and Diehl Defence, on the purchase and delivery of thousands of IRIS-T missiles and firing units and on joint work on precision artillery ammunition; a memorandum with Hensoldt on radars; a letter of intent with Quantum Systems on the testing and purchase of interceptors against jet-powered drones; two memoranda with Siemens Energy; and a further document between the German grid operators 50Hertz and Amprion and Ukrenergo.

On Monday Zelenskyy listed the fields on Telegram: interceptors and small missiles, radars, uncrewed ground vehicles, artillery, energy, and work to "increase production in Germany of Patriot missiles", followed by the single word FREYJA, the anti-ballistic system led by Ukraine's Fire Point. He added: "Ukraine is now placing defense and other orders that will provide business for companies in Germany." Germany's Patriot line is the GEM-T production that COMLOG, the Raytheon–MBDA Deutschland venture, is standing up at Schrobenhausen, with first German-built rounds dated between the end of 2027 and 2028.

Hensoldt's own statement describes its memorandum as covering "further large-scale deliveries of radar systems" and an examination of the deployment and joint operation of TRL-4D LR long-range radars. Quantum Frontline Industries, the Quantum Systems joint venture with Frontline Robotics, said it had signed a follow-on contract with the National Guard of Ukraine for Linza and Zoom drones in 2027, larger than this year's, and is to raise its production capacity in Germany fivefold. No company statement gives a value. A commitment of 15,000 Strila interceptors from Quantum Systems and WIY Drones dates from the spring; on Sunday Zelenskyy praised Spys, the newer interceptor for jet-powered drones, and the order as announced names no type.

Signal › The documents listed are memoranda and a letter of intent, so neither total is a sum of contracts. On 8 September Pistorius told the Ukraine Defence Contact Group that Ukraine would order several thousand more IRIS-T missiles, paid for from the EU's Ukraine Support Loan, and Yevhen Khmara, Ukraine's defence minister, said Ukraine was signing contracts for about 1,000 Patriot missiles with partners and through the loan. Three days later the Commission said the loan's EUR 28.3 billion for Ukraine's defence in 2026 was fully allocated, "defining precise equipment procurements, selected suppliers, required quantities and implementation timelines". Sunday's documents return to the same two missiles: the Diehl memoranda to IRIS-T, Zelenskyy's Telegram line to Patriot. On that record, much of either total is probably loan-funded procurement that has not yet reached contract, and the German budget's named part is EUR 1.35 billion. No statement on Sunday named the payer. The Commission's July disbursement notice named categories, not suppliers; a signed Diehl contract would be the first document able to settle the question.

At about 11:00 on Monday Romania's maritime rescue centre at Constanța was alerted to a fire aboard the Royad Mammadov, a grain carrier owned by the Turkish company MG Shipping and flagged in Saint Kitts and Nevis, on passage from the Ukrainian Danube port of Izmail to Ravenna. Romania's interior ministry placed the ship in the country's exclusive economic zone, about 30 nautical miles south of Sfântu Gheorghe and outside territorial waters. The ship sank. The ministry reported 11 crew rescued and two dead; in mid-afternoon one sailor was still being sought. Neither the ministry nor the Romanian Naval Authority gave a cause. Witnesses told Romanian media that two drones hit the ship.

Zelenskyy said two Russian drones struck a Turkish-owned ship carrying corn with a crew from Azerbaijan and India, and that the captain was killed; the Naval Authority's first report had him injured. OMV Petrom said the incident occurred at a distance from its Pescăruș platform and did not affect operations, and added: "The energy infrastructure is in Romania's exclusive economic zone, and Romania is part of NATO" (translated). The defence ministry's release for the night records a radar target east of Vylkove in Ukraine, two Spanish F-18s scrambled and no intrusion into national airspace; it does not address the ship.

Signal › Romania used force in its exclusive economic zone in August: an F-16 destroyed a drifting sea drone a few hundred metres from the Neptun Deep gas works, and the defence minister gave the protection of the people on the platform and of critical infrastructure as the reason. The stated ground then was the platform, and NATO air policing covers national airspace; the Royad Mammadov was a foreign merchant ship outside both. Two other ships were hit off this coast in July: an LPG carrier about 20 nautical miles out, with three crew injured, and the bulker Christiana B, damaged in one hold about 22 nautical miles south-east of Sfântu Gheorghe, where the preliminary assessment was a naval drone or a mine. That month Dmitry Peskov, the Kremlin's spokesman, said Russia would keep striking vessels carrying "ammunition, weapons and so on" for Kyiv; the Royad Mammadov was leaving Ukraine with corn. Its route from Izmail runs out of the Danube past the Romanian coast; traffic into the Odesa region's deepwater ports fell to zero in August.

GRZDEZ BND president to parliament: Russia is trying to stop arms production for Ukraine, "also kinetically, also here"; no current sign of a large-scale attack on NATO

Martin Jäger, president of the Bundesnachrichtendienst (BND), Germany's foreign intelligence service, gave his opening statement on Monday at the annual public hearing of the three federal intelligence chiefs before the Bundestag's Parliamentary Oversight Panel. "Germany is in danger of ending up in a violent conflict with Russia. The attempted attack at Leipzig is only one example" (translated). He set out four expectations. Russia intends to force Ukraine to its knees this winter, with attacks of "a severity and brutality" not yet seen so widely. It is trying "to stop Western production and deliveries of weapons and military materiel for Ukraine where possible, also kinetically, also here". It will try to break Europe's political support, "presumably" with renewed nuclear threats. And the BND currently sees "no indications of a large-scale attack by Russia on NATO territory", while "low-threshold military activities" are possible, "particularly in the Baltic states", and false-flag operations cannot be excluded.

Jäger called it a shadow war: "We are not in a state of defence, and are being attacked nonetheless." He said the new BND law would change the service fundamentally and welcomed the wider oversight the draft provides.

Signal › In May Michal Koudelka, director of the Czech service BIS, told a conference in the Czech parliament that a Russian attempt to attack a NATO member, "for example in the Baltic region, with the aim of testing the speed and severity of the alliance's response", was much more likely than a massive attack. In the summer Colonel Paweł Szota, head of Poland's foreign intelligence agency, said his service was analysing Russian provocations against the Baltic states, so-called green men among them. Jäger's fourth point is the German service saying the same, in the same two parts: no sign of a large-scale attack, low-threshold military activity possible. He adds false-flag operations and gives no timeframe. On arms production the statement adds no case to Leipzig, which Berlin attributed to Russia on 1 September, and the Milrem Robotics arson, which Estonia attributed on 29 September.

Estonia is permanently relocating its 1st Infantry Brigade from Tapa, about 130 kilometres from the Russian border, to Jõhvi, about 50 kilometres from it, the Financial Times reported on Monday, citing Estonian defence officials. A base at Narva is to house 200 soldiers permanently and a further 800 in a crisis. The government wrote active defence into its national defence policy in May; defence spending rises 42 per cent this year to EUR 2.4 billion, 5.4 per cent of GDP. Colonel Tarmo Kundla, the brigade's commander: "We have to start from the border and win from the first battles."

Estonia has contracted nine HIMARS launchers with M57 missiles of up to 300 kilometres and is acquiring nine Chunmoo launchers. The M57 is an ATACMS missile; in early August Hanno Pevkur, then defence minister, said the United States had cleared all of Estonia's ordered munitions for delivery except ATACMS, held back because of the war in Iran.

Signal › Estonia's military leadership judged the old plan, resisting until allied reinforcements arrived, unworkable against an army that does not give ground back, the FT reports; the case officials fear is a limited incursion near Narva to test NATO rather than a full-scale conquest. The brigade at Jõhvi and the Narva base meet that case on the ground; both rocket systems reach 300 kilometres, farther than St Petersburg at 260. Nine of the eighteen launchers fire the M57, the one US munition still withheld in August; the other nine, Chunmoo, are South Korean. Whether the M57 has reached Estonia since is not established.

INTMDF NATO's supreme commander to present an eastern-flank plan titled "Theory of Victory" in Poland on 12 October, Bloomberg reports

General Alexus Grynkewich, the Supreme Allied Commander Europe, is to present the plan in Poland on 12 October, Bloomberg reported on Monday, citing a draft and officials; a NATO official confirmed the plan's existence to the Kyiv Independent. By Bloomberg's account it sets out how the alliance would repel a Russian incursion with land forces, drones and AI-supported targeting and then destroy Russian command and control, while countering hybrid attacks and avoiding provocation. NATO has not commented on the contents. In August Bild reported a "NATO Land Warfighting Concept" in three phases, one of them an "autonomous combat zone" along the borders with Russia and Belarus; whether Bloomberg has seen the same text is not established.

Signal › Monday's assessments agree on the likely Russian move: Jäger's low-threshold activity, the limited incursion near Narva that Estonian officials fear, and, from allied officials cited by the Kyiv Independent, no imminent conventional attack but possible hybrid operations or drone incursions. The plan as reported is built for the incursion: repel it, then destroy Russian command and control. Below that sit Jäger's false-flag operations and the hybrid operations the officials warn of; the reported answer to them is one line, countering hybrid attacks, which the Kyiv Independent's account does not detail. The text presented on 12 October is the test, if any of it is published.

DEZSEA Emden: Germany signs a non-binding letter of intent for a second North Sea naval base; Pistorius speaks of an investment in the billions and the early 2030s

The defence ministry, the state of Lower Saxony, the federal real-estate agency BImA and the city of Emden signed a letter of intent on Monday for a naval port at Emden; the ministry's release calls it "legally not binding" (translated) and gives no cost, date or personnel figure. The site under consideration, Knock/Rysumer Nacken, is not federal property and must first be sold to BImA, and the final decision follows feasibility studies. Wilhelmshaven, the release says, is the only naval port on the North Sea and cannot alone cover the berths, pier length and support the growing fleet needs. Boris Pistorius, the defence minister, spoke at the signing of an investment in the billions, completion in the early 2030s if possible and up to 2,000 posts in the long term, with supply and support vessels probably based there and no detailed planning yet. Six days earlier the letter of intent for the Bremerhaven deployment hub named up to EUR 1.35 billion to 2031.

RUCDIP The United States proposes late October for the three-way technical meeting expected in early October; Zelenskyy agrees

Steve Witkoff, the US envoy, messaged Zelenskyy on Sunday proposing late October for the technical meeting of Ukraine, Russia and the United States that had been expected in early October in the United Arab Emirates, and Zelenskyy replied that Ukraine would support it, the Kyiv Independent reported; people familiar with the negotiations said Moscow had shown little urgency. The ten days Zelenskyy had set for the talks ended on Monday. The agenda is an energy ceasefire, the Black Sea grain corridor and prisoner exchanges. After a call with Donald Tusk, Poland's prime minister, on Monday, Zelenskyy wrote: "There are no obstacles on our side, but it is important that the American side prepare on its end and ensure Russia's readiness."

Władysław Kosiniak-Kamysz, the deputy prime minister and defence minister, announced in Świdnik on Monday the location decisions he signed days earlier for units of the 18th Division. The 18th Motorised Brigade is to stay at Poniatowa: the site first chosen cannot be used after soldiers' remains were found there. Biłgoraj receives a motorised battalion and air-defence units; Łuków is to host uncrewed-systems forces, "even a brigade" eventually. At Świdnik, transactions with the airport for a land-forces helicopter base are to be agreed by the end of the year.

PLBDIN Lithuania proposes special status for the ammunition plant of a Ukrainian manufacturer's subsidiary: at least EUR 93.3 million, production from late 2027

Lithuania's economy ministry has drafted a government resolution designating the project of Baltic Metal Foundry, the Lithuanian subsidiary of Ukraine's Dnipro Electromechanical Plant, as meeting urgent state security and defence needs, which opens investment conditions beyond the ordinary law. The company has committed at least EUR 93.3 million and up to 450 jobs: an ammunition assembly plant near Balbieriškis in Prienai district and metal components at Alytus, with production from late 2027. The Ukrainian armed forces are the primary customer.
