Germany and Ukraine Sign New Agreements in Kyiv — Diehl IRIS-T, Hensoldt Radars, Quantum Interceptors

Two governments put two totals on the same Kyiv signing, about EUR 2 billion apart, and the documents behind both are memoranda and a letter of intent.

The gap has a stated cause. Zelenskyy's count includes Ukrainian orders placed with German firms, and his list on Monday added work to "increase production in Germany of Patriot missiles" and FREYJA, the anti-ballistic system led by Ukraine's Fire Point. Quantum Systems said Merz announced German financing for "several tens of thousands" of interceptors developed by its Ukrainian joint venture, Quantum WIY Industries, to be built in Ukraine; it gave no type, and Zelenskyy singled out Spys, a newer interceptor for jet-powered drones. Hensoldt said its memorandum provides for "further large-scale deliveries of radar systems" and an examination of deploying and jointly operating TRL-4D LR long-range radars. The one document its signatory called a contract was a 2027 National Guard order for Linza and Zoom drones, reported by Quantum Frontline Industries.

The German budget money named on the day is the EUR 1.35 billion Merz released. The missiles in the Diehl memoranda are the ones Boris Pistorius, the defence minister, told the Ukraine Defence Contact Group on 8 September Ukraine would order in their thousands, paid for from the EU's Ukraine Support Loan; three days later the Commission said the loan's EUR 28.3 billion for Ukraine's defence in 2026 was fully allocated, with suppliers selected.

On the record so far, most of either total is Ukrainian purchasing from German firms, and the instrument best placed to pay for it is EU loan money, not the German budget. With 2026's defence half allocated, and the Commission and Kyiv promising on 1 October to allocate 2027's EUR 45 billion "swiftly", IRIS-T rounds ordered under Sunday's memoranda fall most naturally on next year's envelope. That is inference, and the first signed Diehl contract will settle it by naming a payer. The interceptors trace to the April Build with Ukraine joint ventures; October scales them without yet converting them into orders. Signal No. 160 weighed both totals against the loan record.
