The European Commission signed an implementation agreement with the SpaceRISE consortium on 7 August that adds 66 satellites to IRIS², taking the main constellation to 348 and bringing first launches forward to 2029.

IRIS² — Infrastructure for Resilience, Interconnectivity and Security by Satellite — is the Union's sovereign secure-connectivity system, intended to serve governments, defence and security forces and emergency services rather than the consumer market. The agreement signed on Friday closes the negotiation the Commission and the consortium opened in January on governance, technical configuration and financing, and the Commission's own framing is that the programme now moves from planning to full-scale deployment.

The constellation as now specified is 348 satellites: 330 in higher low Earth orbit and 18 in medium Earth orbit. The 66 added by this agreement all sit in the LEO layer and are described as advanced spacecraft for defence, security and emergency users. The capacity numbers the Commission publishes are stated in governmental terms only — 60 per cent more secure governmental capacity within the Union, 54 per cent more worldwide. Poland bought a EUR 656 million national component inside the same structure in July, the first member-state purchase of its kind.

The programme grew on the defence side only. Every satellite added by this agreement is for governmental users, and the uplift the Commission chose to publish is a governmental uplift; the civil and commercial case that carried IRIS² through its first two years is not what was reinforced on Friday. What the expansion does not resolve is delivery, and the binding constraint there is not the manufacturers but the launch rate: 330 spacecraft in higher LEO against a 2029 first-launch date implies a European cadence that has not yet been demonstrated, and no launch manifest has been published. Poland's national component is the more informative indicator over the next year — whether other member states put their own money inside the structure will say more about IRIS² than the satellite count does.
