The Bucharest Nine and Nordic Allies convened at Cotroceni Palace on 13 May under the theme "Delivering More for Transatlantic Security", co-chaired by Romanian President Nicușor Dan and Polish President Karol Nawrocki, with NATO Secretary General Mark Rutte and Ukrainian President Volodymyr Zelensky present — at the same diplomatic moment Hungary's new Magyar government summoned the Russian ambassador in its first day-one realignment from four years of close Orbán-era relations.
The joint statement, signed by nine B9 members and five Nordic NATO allies, called for strengthening NATO air and missile defence "including against unmanned aerial vehicle threats", scaling the transatlantic defence-industrial base through increased production capacity and multinational procurement, and condemned Russian hybrid attacks. Nawrocki publicly committed Poland to 5% of GDP for defence; Zelensky urged Europe "not to be afraid to discuss more united and, in some areas, more self-reliant European military capabilities".
Hungary's new Magyar government, sworn in on 12 May, summoned the Russian ambassador on the same day as the Cotroceni summit. Foreign Minister Anita Orbán was scheduled to deliver formal condemnation at the foreign ministry on the Thursday following, framed by PM Péter Magyar as response to the 892-drone Russian barrage on western Ukrainian regions including Transcarpathia with ethnic Hungarian populations. The summons is the first measurable shift in Hungary's external alignment since the Magyar inauguration — a procedural step the prior Orbán government did not take after four years of Russian aggression.
The Cotroceni communiqué converges the eastern-flank-plus-Nordic bloc on three operational deliverables: strengthened air and missile defence including counter-UAS; increased transatlantic defence-industrial production; and multinational procurement consolidation. US engagement at Under Secretary of State level — rather than Cabinet level — marks the current ceiling of visible Washington engagement on the eastern-flank file; the Ankara Summit on 7–8 July will be measured against that ceiling.
