Elbridge Colby, the under secretary of war for policy, met Secretary General Mark Rutte at NATO headquarters on Thursday and sat with the North Atlantic Council, the last stop of a three-day circuit that began with US European Command on Tuesday and the staff at Supreme Headquarters Allied Powers Europe on Wednesday. The same day Reuters reported the review's terms of reference from a document it had seen. They set a decision briefing with Colby by 18 September, at least four sets of options — "force levels or dispositions", in a Pentagon official's pairing — for Defence Secretary Pete Hegseth by 6 November, and completion of the review in December — "well ahead", in Reuters' phrase, of the six-month deadline set when Hegseth opened it at the June ministerial. Responses to the written questionnaire circulated to allies are due on Friday.

The questionnaire and the terms of reference had reached capitals over the summer; Reuters described them on Wednesday. The terms make access, basing and overflight in the European theatre a criterion, alongside space, cyber and intelligence infrastructure; the questionnaire asks whether a country has restricted American access or opposed measures the United States regards as limiting transatlantic defence cooperation. Allies are to be assessed on their spending pledges, on whether they have filled the NATO Force Model gaps Washington vacated, and on restrictions placed on US operations. The official's account of the method: "We want to be able to talk through the pros and cons of a variety of different force levels or dispositions", with the review to "provide a spectrum of options from where we are to wherever" it leads. Estonia's defence minister Hanno Pevkur said Tallinn was preparing its answer; an eastern European official told Reuters their government had "sent an extensive answer to the American questionnaire" and "received promising signals". A European diplomat, in the same report: "We don't know if it's a real exercise or if a decision has already been taken."

Colby, beside Rutte, described the destination as "a world in which Europe, which is obviously a very wealthy continent, can and is taking primary responsibility for its own conventional defence, obviously the United States remaining committed to NATO", with Europe "remaining a critical interest of the United States even as we prioritise the Western Hemisphere"; he cited "the extraordinary investments by governments like Poland, Germany, the Netherlands". On the questionnaire: "We want to hear from our allies. That's the questionnaire that some of you asked about. We wanted to hear from them directly in writing, in the spirit of NATO 3.0." Rutte credited Colby with the phrase. The force in question is roughly 80,000 US personnel by Reuters' count. The review has a political instrument and a statutory boundary. The questionnaire tests the conditions each ally places on US access, basing and operations. Section 1249 of the FY2026 National Defense Authorization Act sets a 76,000 floor for the European theatre — and bars removing major equipment or giving up the American SACEUR post — with a procedure for going under it: consultation with NATO and an independent assessment, then a 45-day window and a 60-day wait, with a partial budget suspension as the sanction. The October pull-back from Romania drew a letter from the Senate and House armed-services chairmen calling it a step that "undermines deterrence".

Russia's overnight attack, which began before 03:00 in Kyiv and was still under way at the air force's 09:00 report, used Iskander-M or KN-23 ballistic missiles launched from Bryansk and Kursk oblasts, two Onyx anti-ship missiles from Crimea and 258 Shahed-type drones. Air defence reported destroying or suppressing seven ballistic missiles, one Onyx, three S-8000 Banderol cruise missiles and 222 drones, with hits at 15 locations and debris at 11 more; the number of ballistic missiles fired was not stated, and the air force has restricted information on interceptor consumption during large combined attacks since the summer. At least four districts of Kyiv were struck — residential blocks, a school and a medical facility — with four injured by mid-afternoon on Mayor Vitali Klitschko's count; two people were killed, a 78-year-old woman in Zaporizhzhia and one person in Kharkiv, and at least 14 wounded nationally; four glide bombs put Kherson's combined heat and power plant out of service. The Russian Defence Ministry called the strike "massive" and listed industrial plants, refineries, logistics hubs and port infrastructure as its targets; Ukrainian accounts add warehouses of a toy chain, a confectioner and an electronics retailer. President Zelenskyy: "Russia continues to invest in missiles and in expanding its war, and that means more countermeasures are needed", asking for further ballistic-defence packages, to be sourced through European purchases of US weapons.

In the other direction the Russian Defence Ministry claimed 267 Ukrainian drones destroyed over 14 regions, Crimea and the Azov and Black Seas, more than 70 of them over Rostov; neither Moscow nor Leningrad oblast is on its list. Ozon, the second-largest online retailer, first said drones had struck its logistics sites at Ufa and Orenburg, then corrected itself: Ufa closed for inspection after "minor damage", Orenburg evacuated on an alert and back in operation, no injuries at either. Wildberries at Kotovsk burned the night before.

Moldova's National Army logged five drone tracks through Ștefan Vodă district between 03:56 and 06:02, each entering from and leaving toward Ukrainian territory — the district where an object exploded near Talmaza on 17 August, a day after a Spanish F-18 shot down a drone that had crossed from Moldova into Romania. The tracks, it said, were established with partners and followed the Russian attack on Ukraine; they came hours before the independence-day parade in Chișinău that Presidents Sandu, Dan and Zelenskyy attended.

Minister-President Boris Rhein and Rheinmetall chief executive Armin Papperger signed a letter of intent at Kassel-Calden airport on Thursday for what the Land calls the Defence Hub Nordhessen: Rheinmetall to invest more than EUR 260 million, Hesse about EUR 25 million. Three elements: expansion of the Kassel plant, where about 2,200 people build roughly 120 vehicles a year — Panzerhaubitze 2000, Büffel recovery and Kodiak engineer variants — and which is to become the main Boxer production site from 2029 at more than 500 vehicles a year; a central logistics and training centre at the airport; and a drone test centre there; the logistics centre is to start operating at the end of 2027, the other two carry no date. More than 1,000 new jobs are planned across the two sites — Reuters has the Kassel workforce growing to about 3,500 — about 130 of them at the airport, which is also to host Bundeswehr training flights. Papperger: Kassel "is, and for the foreseeable future will be, Europe's largest tank factory" — a claim about Rheinmetall's plant, in a city where KNDS Deutschland builds Leopard 2, Panzerhaubitze 2000 and RCH 155 at its own; Boxer is built by ARTEC, the two companies' joint venture, on both sides. A letter of intent commits neither party to a contract, a site plan or a date. The order a 500-a-year line is built around — Papperger spoke of orders "at home and abroad", but named one — is the one he described on the 6 August results call: Berlin's Boxer decision, a EUR 12.4 billion vehicle contract plus roughly EUR 2 billion of service, expected by year-end and which he treated as effectively certain.
