The Russian government submitted the draft federal budget for 2027 and the two planning years to the State Duma on Wednesday evening, on an order signed by Mikhail Mishustin, the prime minister. The explanatory note, published on Thursday, puts the National Defence section at RUB 17.1 trillion for 2027. The budget law in force had planned RUB 13.6 trillion for that year, an increase the explanatory note puts at RUB 3.6 trillion, or 26.4 per cent. For 2028 the draft has RUB 16.6 trillion, against RUB 13.05 trillion planned before, and for 2029 RUB 16.3 trillion. The section was set at RUB 12.9 trillion in the 2026 budget and RUB 13.5 trillion in 2025.

Federal spending in 2027 is planned at RUB 48.8 trillion against revenue of RUB 43.3 trillion, which puts national defence at about 35 per cent of spending. The government also revised this year's deficit to RUB 7.345 trillion, 3.2 per cent of GDP, from a forecast of RUB 3.785 trillion, and projects deficits of RUB 5.443 trillion in 2027, 5.12 trillion in 2028 and 5.245 trillion in 2029, on a baseline oil price of USD 50 a barrel, real GDP growth of 1.4 per cent in 2027 and nominal GDP of RUB 248.3 trillion in 2027 and 281.7 trillion in 2029. By the count of Vyorstka, an exiled Russian outlet, only RUB 2.3 trillion of the 2027 defence figure is itemised in the public documents, and 34.9 per cent of all federal spending is classified. Andrei Makarov, who chairs the Duma's budget committee, set the first of three readings for 29 October.

Signal › Twelve months ago the law planned RUB 13.6 trillion for 2027; the draft now asks for 17.1. The same draft eases defence to 16.6 and 16.3 trillion in 2028 and 2029, which against the government's nominal GDP forecast is about 6.9 per cent of GDP in 2027 and 5.8 per cent in 2029, by Großwald's arithmetic. The 2028 and 2029 figures have the standing that 13.6 trillion had a year ago: out-years in a draft. Next autumn's draft, which restates 2028, will show whether the decline survives a second revision.

Elbridge Colby, the Pentagon's under secretary for policy, is organising a meeting in Poland next month of what diplomats describe as a working group on NATO's future, and the United Kingdom, France, Estonia, Latvia and Lithuania have not been invited, Politico reported on Wednesday, citing six diplomats. Colby has held two earlier meetings in the same format with Poland, Germany, Norway, Sweden, Finland and the Netherlands; the talks have become known as the Bergen Group, after the city in Norway where the format began in June, and Denmark could be added. An official of one excluded country told Politico: "We're doing everything that is being asked of us. We're trying to understand what the criteria is and what the purpose of these meetings are." The Pentagon declined to comment. A diplomat from a participating country said the format was meant to develop proposals the full alliance could later consider; Colby has said the aim is to "pull the whole alliance along".

In Tallinn on Thursday, Kristen Michal, the prime minister: "The format that began in Bergen at the initiative of the United States is not a NATO meeting. It has been held in different formats, with participation from defence ministers, foreign ministers and ambassadors, but NATO decisions are made at the NATO working level." Martin Herem, the defence minister, said that if the Scandinavian countries are invited, they too have an interest in standing up for Estonia: "In all this Baltic Sea security issue, they cannot manage without our security."

Signal › The United Kingdom and France, Europe's two nuclear powers, are among the five not invited. The meeting in Poland falls before at least four option sets from Colby's Europe posture review reach Pete Hegseth by 6 November.

Boris Pistorius, the defence minister, and Lieutenant General Christian Freuding, the Chief of the Army, announced on Thursday, after visiting the army's Experimentalserie Land on the Bergen training area in Lower Saxony, that the army will set up a drone regiment in 2027. It is to form part of the divisional troops of the 10th Armoured Division, with an initial capability and about 300 soldiers; Freuding gave the target strength as 600. Pistorius: "In the course of '27 we will build the Bundeswehr's first drone regiment. An independent formation for unmanned systems." It is to use, and defend against, the land forces' unmanned systems in the air and on the ground "from point-blank range out to 500 kilometres", with a company of its own for electronic warfare. Handelsblatt reports it is also to receive the loitering munitions now in Bundeswehr trials, which are due to reach units next year. If the model works, it is to be carried over to the army's other divisions; integration of drones across existing units continues in parallel.

Signal › The loitering munitions are already on contract. In February the budget committee approved about EUR 270 million each for 4,300 Helsing HX-2 and 2,200 STARK Virtus, deliveries from early 2027 and the brigade in Lithuania first; Rheinmetall holds a EUR 300 million FV-014 order. STARK gives Virtus 130 kilometres and Rheinmetall gives the FV-014 100 kilometres. The regiment's band runs to 500 kilometres, beyond both, and no system for that range was named.

Sébastien Lecornu's government presented the 2027 finance bill in the Council of Ministers on Thursday, targeting a deficit of 5 per cent of GDP after 5.4 per cent expected this year, with EUR 43 billion of new measures. Ministries' credits are frozen; the armed forces are among the few exceptions, with a rise of EUR 6.4 billion, and the increases are offset by cuts elsewhere. The first budget documents put defence credits above EUR 63.4 billion: major programmes rise 24 per cent to EUR 17.2 billion, maintenance in operational condition 14 per cent to EUR 7.3 billion, and deterrence 7 per cent; about EUR 5.7 billion goes to operations and activity and more than EUR 7.6 billion to innovation, infrastructure, intelligence and small equipment. The government says the budget will reach "historic levels of orders and payments" to French industry (translated).

Mobile tactical radars and CBRN reconnaissance are among the planned orders, and studies begin on a Leclerc successor, now conceived as an intermediate tank capability. In June KNDS launched CAPINT, an interim tank on a Leopard 2A8-derived hull carrying KNDS France's ASCALON gun, pitched as a bridge to the Franco-German Main Ground Combat System, whose future Rheinmetall's chief questioned at the same show. The detailed annexes are still to come.

Signal › The figure keeps the step set in April's update of the military programming law, which reaches EUR 76.3 billion in 2030, about double 2017, and leaves about EUR 13 billion to add over the three budgets after this one. The government has no absolute majority, and the 2026 budget was adopted in the Assembly only on 2 February; until a 2027 law passes, the EUR 6.4 billion is a proposal.

GRZRUC Moldova: Geran-4 markings on debris in Orhei district, eight airspace violations in seven days; Russia's ambassador summoned

Moldova's foreign ministry summoned Oleg Ozerov, Russia's ambassador, on Thursday and handed him a protest note after three drones entered Moldovan airspace on Wednesday, eight violations in seven days by the ministry's count. The worst, police said, came on Wednesday evening in Orhei district, where a jet-powered drone that entered Moldovan airspace at about 20:45 crashed into trees beside a road and exploded; fragments spread over about 120 metres included rear wing sections marked Geran-4 and a jet engine. Ozerov rejected the accusations and offered a joint investigation. The defence ministry counted more than 80 violations from the start of the war to 25 September and more than 30 drones down on Moldovan territory, 13 of which exploded.

GRZSEA Russia detains a Sillamäe-bound cargo ship in its territorial waters; Estonia's transport authority calls it an inspection

Russia's border guard detained the Västerbotten, a Cypriot-flagged cargo ship bound for Sillamäe in Estonia, after it passed through Russian territorial waters in the Gulf of Finland on a route Russia, Estonia and Finland allow because it is safer for large ships; Estonia's Police and Border Guard Board confirmed the detention on Thursday. Are Piel of the Estonian Transport Administration called it unpleasant but not unusual: "Every country has the right to exercise control over ships in its territorial sea, and apparently the Russian administration considered it necessary to inspect this ship when it passed through their territorial sea." Russia has given no explanation. After Russia detained the tanker Green Admire, outbound from Sillamäe, in 2025, Estonia decided to route Sillamäe traffic through its own waters.

From Thursday the Polish military may shoot down foreign aerial objects on positive identification from technical and intelligence data, without the visual confirmation required until now in peacetime, under the procedure Cezary Tomczyk, the deputy defence minister, announced on Monday. Władysław Kosiniak-Kamysz, the defence minister, said General Ireneusz Nowak, the operational commander, had reported the procedures ready on Wednesday. No legislative change is required, and decision authority is unchanged.

CEEINT Czech Senate approves a cap of 1,600 troops for the eastern flank in 2027–28, 400 fewer (reported Wednesday)

The Czech Senate on Wednesday approved the government's plan for foreign missions, under which at most 1,600 soldiers may be sent to defend NATO's eastern flank over the next two years, 400 fewer than now. Jaromír Zůna, the defence minister, cited savings and the fact that the ceiling had not been used: 427 Czech soldiers were deployed in Slovakia, Poland, Lithuania and Latvia in May. He said the number assigned to NATO forces would rise: "As far as deterrence is concerned, our overall share is increasing" (translated). Finland is added to the possible host countries. The total ceiling for missions abroad falls from 2,571 this year to 2,091 in 2027; the Chamber of Deputies must still approve.

PLBGRDDIN Lithuania breaks ground on the Kaunas Leopard 2A8 plant; 38 of 44 tanks to be assembled there, and the state's 25.1 per cent signed

Construction of the 13,000-square-metre Leopard 2A8 assembly and repair plant in the Kaunas Free Economic Zone began on Thursday; YIT Lietuva builds it for EUR 29 million, to finish in November 2027, with the first locally assembled tank due at the end of 2028. Thirty-eight of Lithuania's 44 Leopard 2A8 are to be assembled there, the other six in Germany. A share transfer signed at the ceremony gives the state-owned EPSO-G Invest the 25.1 per cent of Lithuania Defence Services announced in July, with KNDS Deutschland and Rheinmetall Landsysteme at 37.45 per cent each, completion expected within six months. Markus Franz Schmidt, the company's board chairman: "We are also ready to support an additional assembly line for new clients in the Baltic region." In July the start was set for August, with all 44 to pass through the plant.

PLBAIR Poland's ninth F-35A, the first built on the Italian line, lands at Łask

The ninth of Poland's 32 F-35A arrived at the 32nd Tactical Air Base at Łask on Thursday, Kosiniak-Kamysz said: "This is the first aircraft from the Italian production line." Tail number 3517 first flew in July; production for Poland in Texas is ending, and later aircraft come from Italy. Fourteen are due in Poland by the end of the year; deliveries, the minister said, are on plan.

AIRDIN UK: GBP 190 million to extend Airbus support for the RAF's A400M to April 2029; mission-capable aircraft from 10 to 13 a day

The Ministry of Defence extended Airbus's maintenance, repair and support contract for the RAF's A400M Atlas fleet at Brize Norton by 31 months, to April 2029, for GBP 190 million. The number of fully mission-capable aircraft available each day is to rise from 10 to 13 by the end of 2027. The extension sustains more than 240 Airbus staff and 110 primary sub-contract staff.

Zelenskyy published video on Thursday: "Ukrainian tactical ballistic missile. FP-7. First combat use. Thank you for the result. Next up: production." Asked what it struck, his communications adviser said: "We're not telling." Fire Point, the maker, claims a range of up to 250 kilometres, against the 200 kilometres it gave in August, and a 200-kilogram warhead; the design derives from the 48N6 interceptor of the S-300 and S-400.

From 18:00 on Wednesday Russia launched 107 drones, 63 of them jet-powered, by the Ukrainian Air Force's count; 87 were shot down or suppressed by morning, with hits at 11 locations. At about 11:30 Kyiv time on Thursday two drones struck near the supports of Kyiv's Southern Bridge, which carries a metro line between the two banks, said Vitali Klitschko, the mayor; traffic resumed at 14:25 after a preliminary inspection found no critical damage, and no one on a passing train was hurt.
