Federal Register Carries USD 653 Million of MQ-9 Support for France and 5,031 Air-to-Air APKWS Guidance Sections for Italy at USD 364 Million

The French case is housekeeping with a number attached. The 2022 notification covered components, spares, repair and return, software, simulator software and training for the Armée de l'air et de l'espace's MQ-9s; the September addition is ground handling equipment, site surveys and transport, which the Department describes as "an increase in capability over what was previously notified" and justifies by "ensuring the operational readiness of the French Air Force". The revised total is a ceiling on what may be contracted under the case, not a payment.

The Italian case has doctrine in it. APKWS-II is a guidance section fitted between a standard 2.75-inch MK66 motor and a warhead, steering the rocket onto reflected laser energy from the launching aircraft, a second aircraft or ground troops; the notification's own description covers rotary-wing, fixed-wing and ground launch. The air-to-air single variant, with proximity fuzes and the LAU-131 A/A launcher, exists to engage unmanned aircraft and low, slow targets from a fighter at a fraction of the cost of an air-to-air missile. Italy's platform is not named. The same week, the Bundestag budget committee took a 70 mm rocket submission of its own among the twelve above EUR 25 million on its two-day agenda.

Five thousand and thirty-one guidance sections is a magazine, not a trial, and the Department's decision to file a counter-drone rocket under NATO integrated air and missile defence says where the cost problem now sits. A Shahed-class airframe shot down with a missile priced in the millions is an exchange that favours the attacker; a guided rocket reverses it, provided the fighter can get to the target. Italy has bought the rounds before it has said what will carry them, and the Federal Register does not say whether the Eurofighter integration exists.
