EC Identifies First Five Euro Defence Projects of Common Interest: Drones, Maritime and Seabed, Space, Federated Air and Missile Defence, Eastern Flank Watch; EUR 325M From EDIP

The instrument is a Council implementing decision under Regulation 2025/2643, the EDIP regulation of 16 December 2025, whose Article 35 lets the Council identify projects "too large or too complex" for one state. What the decision does is legal: the five become eligible for EDIP support, the Commission may take part, and participating states may seat the High Representative and the European Defence Agency as observers. What it does not do is fund anything at scale: the annex's upper estimates across the five exceed EUR 180 billion before the Eastern Flank project's separate up-to-EUR 100 billion line, the EDIP share is a fraction of one per cent of that, and the programme runs only to 2027.

The membership lists are the first hard data on who wants what. DECODER, the drone project, has 26 member states plus Norway and Ukraine, and is the only one Croatia and Slovenia joined. IMSD, the maritime project with the largest envelope after air defence, is the one the three Baltic states, Czechia, Hungary and Slovakia stay out of. Eastern Flank Watch is the reverse: its six pillars, from ground combat and counter-mobility to air and missile defence, are Poland's and the Baltics' list, and France, Italy, Spain and Portugal are not on it. Ireland, which holds the presidency that adopted the decision, is in three of the five.

The envelopes in the annex are written for the next EU budget, not this one: the decision's own text says support "may continue" under the next multiannual framework, and EUR 325 million is the deposit on that claim. That is why seventeen to twenty-eight states signed up to projects with no money attached, and why the membership lists matter more than the sums. The anti-ballistic missile coalition founded in Paris on 13 July took the other route, ten states and common requirements, no EU instrument; whether EU-FIAMD, with nineteen states and a EUR 55–80 billion envelope, ends up buying together or only planning together is the question the 2028 budget will answer.
