Canada Signs CAD 350 Million of Air-Defence Interceptors for Ukraine Through the US Jumpstart Channel

Canada signed on 10 September for CAD 350 million of air-defence interceptors for Ukraine, routed through the American Jumpstart channel rather than drawn from Canadian stock, two days after the US under secretary for policy described that channel to the Ukraine Defence Contact Group and without naming the missile, the number or the date.
The Calgary signing produced a declaration, a military package and an industrial one. Jumpstart, the Joint Ukraine Multinational Program for Services, Training and Articles on a Rapid Timeline, is the US mechanism through which allied money buys American articles for Ukraine on an accelerated basis; Carney told the briefing the agreement had been finalised and that the equipment would protect Ukraine's population, infrastructure and airspace. The joint statement keeps Operation Unifier running to 2029 and commits Canada to work on a framework of security guarantees. Zelenskyy: "The biggest threat and the biggest challenge for us is ballistic attacks, and the most important thing is air defence."
The industrial half builds on the co-production letter of intent signed in Kyiv on 24 August 2025: a long-term partnership for uncrewed systems, counter-drone and electronic-disruption capabilities and ammunition, with technology transfer and predictable procurement for jointly produced equipment. Canada also committed more than CAD 430 million in loan guarantees for gas through the winter. Carney said a further sanctions package aimed at Russian anti-ballistic capabilities was being prepared and that shadow-fleet and financial-services sanctions were being updated; the two leaders pointed to Canada joining the Freya ballistic-missile shield in the coming months. The same day a strike on a shopping centre in Pavlohrad killed four.
Allied money entered the American channel a week after the American president wrote that munitions sales to allies were paused for American stocks. Elbridge Colby told the Contact Group on 8 September that allies can use Jumpstart to buy interceptors for Ukraine; Canada's agreement followed within two days, and it does not say whether the rounds come from US inventory or new production. That distinction is the whole question: Yevhen Khmara's request the same week was 300 Patriot rounds from stocks now against 1,000 on contract for later, and a CAD 350 million order placed into production delivers in years, not months.
