Budget Committee Clears Two Replacement Patriot Fire Units via FMS — About EUR 650 Million, EUR 560 Million Prepaid for an Earlier Slot
Berlin, 14 October 2026
Key points
- The Bundestag's budget committee approved on 14 October the replacement of the Patriot fire units Germany gave Ukraine in 2025; the defence ministry's release states only the route, a Foreign Military Sales purchase through the US government, and gives no figure
- hartpunkt, citing no document, puts the total at about EUR 650 million, with Norway contributing more than EUR 300 million, over half; the net sum of about EUR 560 million, excluding import VAT, is to be paid as a prepayment after signature so that Germany is served before other nations, with deliveries of the Raytheon-built components starting this year and completed by 2028
- Norway's share dates from August 2025, when Oslo and Berlin split the cost of two Patriot systems with missiles for Ukraine inside a Norwegian air-defence package of about NOK 7 billion that also funded Hensoldt radars and Kongsberg systems
- The same session approved Patriot repair containers (Einsatzcontainer Instandsetzung) at about EUR 90 million from CONDOK for delivery in 2030, encrypted radios for the NH90 and a net-interceptor drone framework
Germany is buying back the two Patriot fire units it gave Ukraine in 2025, and is paying the whole net price at signature to move up the American delivery queue.
The approval closes a question the September reporting left open: whether a contract already existed or a submission to the committee was still to come. It was the submission. The committee paper, as reported, does not name Switzerland, whose two fire units the United States moved out of its queue last year and which hartpunkt expected to reach the Bundeswehr from 2027; the schedule now reported starts "noch in diesem Jahr" and ends in 2028. The two units sit apart from the eight new fire units the ministry said in January were on order, and from the PAC-2 rounds Pistorius released from stock in September. Every figure above is hartpunkt's, marked as hearsay; the ministry's text names the route and nothing else.
Paying the full net sum at signature buys a place in a queue that Washington, not Berlin, administers. Foreign Military Sales deliveries are sequenced by the US government against production that Raytheon has sold several times over, and a prepayment is the lever a buyer has when it cannot change the line. Whether the lever works is checkable: the paper says deliveries begin this year, so a first component arriving by 31 December is the test, and a schedule that slips into 2027 the failure. Signal No. 167 set the purchase against Kyiv's request the same week for Patriot interceptors; the EUR 650 million buys launchers and radars for Germany, and the signed contract, not the committee's vote, will carry the dates and the configuration that show whether the ex-Swiss units are in it.
